The original Gare Palma Sector-I block was too big and contained many large villages. Still, the east of Kelo River has 35.2 Sq. Km area, As per FSI and contains 12 villages with 15639 population as per census 2011. The populations within the eastern part of the block will pose difficulty in developing it within the stipulated timeframe. Hence, in our view and based on the local experience, it is suggested to undertake realignment to make it a workable block by excluding large size villages. Certain facts, as follows, may kindly be considered while delineating the revised boundary of Gare Palma Sector-I East coal block 1. There is a 7km long Pipe conveyor passing along the northern boundary of Gare Palma Sector I East block, which needs to be excluded. 2. There are 12 densely populated villages, out of which 10 are densely populated and are located almost on the periphery which may easily be excluded without impacting the resources much and a new boundary may be drawn by excluding these 10 villages. 3. Two villages named Jharna & Bagbadi are in the central part of Gare Palma Sector I ??? East and have been included. These are to be relocated/ shifted while undertaking mining. 4. Block boundary of Gare Palma Sector I East, needs an urgent modification to make it technically & commercially viable and in turn attractive for the bidders. 5. Even with the remaining block area, a large capacity mine can be planned and operated Expediously within the stipulated timeframe.
