1 | 09-AUG-23 | Adani Enterprises Limited | General Information | Surface Constraints : Blocks where many surface features such as highways, canals, waterbodies etc. are present , the block boundaries may be adjusted/redefined accordingly. |
2 | 09-AUG-23 | Adani Enterprises Limited | General Information | Redefining block boundary for Blocks in Rajmahal coal field : Currently blocks under auction kept by Ministry of Coal are very large in size and have huge population. Undertaking land acquisition and R & R in such cases become practically impossible and capital investment for only land and R & R goes to thousand of crores. These makes coal blocks in Rajmahal coalfield unattractive for bidders. To make these coal blocks attractive, highly populated areas should be excluded and coal blocks should be divided into small blocks with small population. These will make coal blocks attractive for bidders to bid. |
3 | 09-AUG-23 | Adani Enterprises Limited | General Information | Relinquishment of Partially Explored coal blocks : It may be allowed to conduct exploration in two phases : Regional exploration in 1st Phase and based on the outcome then proceed for detailed exploitation in 2nd phase. Bidder may be allowed to relinquish the block if found economically unviable without incurring any penalty after completion of Regional exploration i.e. 1st Phase or 25% of Mandatory Work Program. |
4 | 09-AUG-23 | Adani Enterprises Limited | General Information | UG Mining/ Modification in Mining Plan : MOC while approving UG Mining Plan, should allow project proponent to do scientific mining in order to reduce chances of subsidence. This will lead to optimization of forest land diversion and shifting of villages / Project Displaced Families. |
5 | 09-AUG-23 | Adani Enterprises Limited | General Information | Block Boundary Revision/ Resizing to make it more viable for Small & Medium size player : To attract more bidders, larger blocks of more than 25 Sqkm should be further divided into smaller blocks of 10 - 15 Sqkm. Amendment for this needs to done in the MMDR Act. MoC should also allow for partial relinquishment of the portion of block where mining is economically & technically not viable. |
6 | 09-AUG-23 | Adani Enterprises Limited | General Information | Timeline for PL cum ML and approval of GR : Timeline for PL & subsequent GR completion shall be further increased by 12 months, as per general experience current timeline for PL and GR completion is not sufficient. In most of the cases PL grant process has taken much longer time than stipulated timelines for coal blocks allocated under commercial coal auction. |
7 | 09-AUG-23 | Adani Enterprises Limited | General Information | Performance Security :
Performance Security Bank Guarantee (PSBG) of many blocks are on very high side which makes it unattractive for bidders to bid. Accordingly PSBG shall be reduced to 75% of existing formula of PSBG as successful bidder is allowed to reduce coal production up to 75% of approved Mine Plan in any year as per tender terms and conditions. |
8 | 09-AUG-23 | Adani Enterprises Limited | General Information | Upfront Amount :
The upfront amount shall be on Mineable Reserve rather than the Geological Reserve for the block as in case of UG mines actual extractable reserves are in the range of 30-40% only. |
9 | 14-OCT-22 | Matrix Mining Solutions Private Limited | General Information | Proposal for splitting larger coal blocks is a welcome step. Many medium scale investors are willing to invest in coal mining business and acquire coal blocks for exploiting at the earliest feasible time. However, much higher values of Bid security and Upfront amount become discouraging for investors. We had requested the Ministry to scale down the unproductive initial investment in the past. Till the time such matter is not resolved, it would be useful to reduce the size of the block as suggested for willing entrepreneurs. Further, looking back into the previous e-auctions, smaller blocks have fetched much higher revenue share to the government. |
10 | 10-OCT-22 | Jindal Steel & Power | GARE PALMA SECTOR-I | To expedite the mine development and achieve its PRC within the stipulated timeframe, it is important to optimize the size of the block and its boundary in such a way as to reduce the constraints to the minimum as far as possible. The original Gare Palma Sector-I block was too big and contained many large villages. Still, the east of Kelo River has 35.2 Sq. Km area, As per FSI and contains 12 villages with 15639 population as per census 2011. The populations within the eastern part of the block will pose difficulty in developing it within the stipulated timeframe. Hence, in our view and based on the local experience, it is suggested to undertake realignment to make it a workable block by excluding large size villages. Certain facts, as follows, may kindly be considered while delineating the revised boundary of Gare Palma Sector-I East coal block
1. There is a 7km long Pipe conveyor passing along the northern boundary of Gare Palma Sector I East block, which needs to be excluded.
2. There are 12 densely populated villages, out of which 10 are densely populated and are located almost on the periphery which may easily be excluded without impacting the resources much and a new boundary may be drawn by excluding these 10 villages.
3. Two villages named Jharna & Bagbadi are in the central part of Gare Palma Sector I ??? East and have been included. These are to be relocated/ shifted while undertaking mining.
4. Block boundary of Gare Palma Sector I East, needs an urgent modification to make it technically & commercially viable and in turn attractive for the bidders.
5. Even with the remaining block area, a large capacity mine can be planned and operated Expediously within the stipulated timeframe. |
